Ashley Kemp is a former public sector attorney with more than two decades of experience of advising government institutions, enforcing ethics laws, and navigating complex regulatory landscapes. Her career reflects a rare combination of executive leadership, high stakes legal counsel, and deep subject matter expertise in government administration, conflicts of interest, constitutional law, campaign finance, and lobbying compliance. Ashley served as Executive Director of the Oklahoma Ethics Commission until 2024, the state’s independent agency charged with administering and enforcing ethics laws in Oklahoma. In this role, she oversaw all legal, investigative, and administrative functions; and led statewide initiatives to strengthen transparency and modernize compliance systems. She directed investigations, negotiated settlements, prosecuted civil violations, and collaborated with prosecutors on matters involving both civil and criminal misconduct. A respected leader in legislative and constitutional law, Ashley previously served as General Counsel to the Oklahoma House of Representative where she advised House leadership on constitutional authority, employment law, conflicts of interest, ethics laws, and legislative privilege. Earlier in her career, Ashley served as counsel for Oklahoma Health Care Authority and Oklahoma Tax Commission. Ashley’s work has contributed to significant appellate decisions, including Edwards v. Ardent, Price v. Wolford, Moss v. Wittmer, and Fleming & Gandall v. Town of Cashion. She is a frequent speaker and panelist on ethics, campaign finance, and public sector governance, and has held various leadership roles with the Council on Governmental Ethics Laws (COGEL), including serving as Co Chair of its 2023 Annual Conference. She is admitted to practice before the Supreme Court of Oklahoma, the U.S. District Courts for the Northern, Western, and Eastern Districts of Oklahoma, and the U.S. Court of Appeals for the Tenth Circuit.
